Sagging and warped front bumper cover

Hi y'all! Car's been in several accidents before I bought it and this was the fitment of the bumper cover. I thought at first it was saggy due to the front support clips being broken/bent(1/2 pics) but after trying to use the zip tie method on the two top squares it feels like the bumper is just off or something as it still bows on the fender sides? Would like some input before I end up removing the entire bumper cover. Could this be because they used an aftermarket bumper in the accident? I've been considering getting a used bumper off a stock car once I get my intercooler. It just seems the bumpers dimensions aren't right especially when I see how it lines up with the fender liners(although they're broken from the accident as well) Thanks y'all.

If I had to guess I'd say the car was never actually repaired after a collision(s)

Isn't the crashbar supposed to be the same color as the car? In this case black? I just realized it's grey...

I'll try loosening the screws on the sides where it's bowing as I raise the bumper and see. If not off goes the bumper when I get my intercooler
