So with my fiesta I would like for it to sound as close as possible to a rally car as well perform.

I'm currently looking at a cold air intake what would be best for me to get I don't know what parts I should get to make my car perform that well or nearly as well as a rally car. Also I don't know if I have to make a custom exhaust or what with a downpipe

I'm open to anything

Any exhaust system as loud as an actual WRC/FIA rally car would most likely not be street legal in most states.
Even if somehow legal, it will most definitely get you noticed and stopped much more often by local and state cops.

Yes, technically all cars competing in the WRC/ERC/etc. must be road legal as far as fully functional/operational; lights, turn signals, horn, etc. goes, but they are given MUCH 'leeway' by the local gendarmes when on the open public roads transit portions of the rally as to their ultimate (sound regulations, emissions, etc.) street legality.

I am running a stock airbox so I can’t help you there but I did recently acquire and install a Tune+ exhaust that I believe captures the rally-inspired sound nicely & has handmade features & an exhaust tip. If I were not concerned about emissions, I would still be running the car with a catless downpipe. A dp will only make it sound more appropriate imo. Milltek also makes a nice lightweight exhaust which comes in a race version.
