Fuel Filler Neck Broke. Anyone Else?

The plastic part at the end of the fuel filler neck came off after refueling. I tried reassembling it, but it doesn't "click" into place like it looks like it might have originally. It looks like it should click onto the 4 tabs, but I kind of smooshed them a bit accidentally. Not sure if it would have either way, though.

Has anyone had this plastic part come off? Is the only fix to replace the whole neck assembly? Any guides on doing that?

If this has happened to you before or you're familiar, has it caused anyone any issues, outside of the inconvenience? I am having the common issue of low idling / almost stalling after fueling up sometimes, for the first couple minutes (although it usually doesn't do it if I refill with Shell, or if it does, it's less severe than other gas stations, but always will when refilling at Costco). I've read this is usually the purge valve that needs to be replaced. However, could this low idle be because of this piece? It doesn't look like this plays any role in sealing the fuel system to me.

Thanks.
