a 15 will fit, your pare tire is 15x60x185 at 47.5mm offset and rim is 6" wide
The Fiesta ST supplement document specifies this:

"Compatible Snow Tire and Wheel Packages
Tire size: 205/40 R17
Required wheel: Original equipment ST wheel or equivalent
Tire size: 195/45 R16
Required wheel: Owner supplied. See your Ford dealer for suitable wheels from the Fiesta lineup."

1st question: Does this mean that Ford is instructing us NOT to put 15" on the car (even if the spare tire is 15")?

I found awesome WRC wheel covers for winter steel wheel.

2nd question: My sales guy told me that I MUST put alloy wheels and CANNOT put steel wheels for the winter. Is this true?

1st i know what the sup. manual calls for i supplied it. :p
2nd i made a call to Ford Performance and he said any wheel that fits this mk7 model should fit the ST, unless he has no clue, but he was the first person to give me intel on my car. so i feel i need to trust him

I do believe that the spare wheel is a steely, and since its a full size tire (not a doughnut) if it fits, so shall others[rockon]

I checked with a local tire shop in my region for 15" rims for winter and they recommended that I put 185/60R15 tires. I asked them if I could fit my old car's winter tires, which were 195/60R15. They asked me to verify with my dealer because that difference could void my warranty. Anybody ever heard of this?

Just a little heads up! The day any of you even think about "stancing" an ST... Sell it... Sell it straight away and leave it for those who want a fully functional ST. :)
LOL, for me it depends on how aggressive the stance is, I prefer the flush look over the extreme stretch and poke.

Does anybody know the weight off the stock 17'' rims? I'm looking to get Spring/Summer wheels and want ones that are lighter but I don't know the weight of ours.

I've read that the Fiesta ST wheels weigh about 22 pounds each.

I want a true spare for the garage so when I get a flat I can switch it whilst the flat gets repaired or replaced. I don't want to be riding on a space saver for any longer than necessary. Experience has shown me it can take a few days to get the full sized wheel repaired / replaced.
