Engine fluctuating whilst I’m driving

So I will be just gradually picking up speed driving normal and as the speed of the car starts to match my throttle position I hear the engine starts fluctuating as tho I’m pressing the throttle up and down then it stops when it finally reaches the correct speed of where I have my throttle pressed.
I’ve checked the spark plugs and they look okay I’m not getting any boost leaks either. I’ve looked all over the internet to find a solution but I’ve found nothing so I’m looking to you guys for help

Could be a faulty throttle body, faulty throttle pedal position sensor, worn plugs and ignition coils ( does it get worse in the rain/fog? Or is it regardless of weather?) Worst it could be is a bad clutch maybe.
If its still under warranty id take it in if shes all stock.
