I know that in the shop manual it says to rinse any brake fluid spills with cold water asap... I'm guessing the water instantly neutralizes its harmful effects it has upon paint

BRAKE CLEANER* Non- Chlorinated The single best Automotive cleaner there is for just about everything ...IMO! [driving]

As long as you washed it off with water immediately after, it should have no effects. It will remove any coating IE wax, ceramic etc that you may have. If it was spilled on any rubber, I would go over that with a rubber protectant otherwise it could end up drying the rubber out prematurely.

i've dealt with a lot of brake fluid clean up and never once had luck using brake cleaner... it's always been water that actually does something. might i be mistaken?

I've noticed that too... I was cleaning a small drain pan I was using when I bled my slave cylinder, and cleaning it with brake clean wasn't very cut and dry... I had to go over it 2 to 3 times whereas brake clean on motor oil residue was a much easier process

It’s happened to a lot of folks. As long as you rinsed it off quickly and didn’t let it sit, you should be fine. Just check for any paint fade or soft spots later.
