Fighting steering wheel

New to the forum (and 2014 ST). Just put winter tires on and finding at 50-80kmph the steering wheel gets into an over rotation pattern (when going straight on a flat road)that feels unsafe (like a high speed wobble). I’ve checked tire pressures, and had the tires rebalanced.
We’ve also taken the tires on and off, checked for debris between rims and hubs, anyone experienced something similar?

I had ice in my rim. The other time the hole-in-the-wall tire shop didn't know how to balance tires. I actually had to tell them they put three out of the four directional tires on wrong. Took them to a real tire shop to finish their work.
