Besides studying all the tests I can find, talking to tire experts and owned and used most of the top rated all seasons, summer only as well as a few winter tires what I have found is:
1) Conti all seasons, absolutely best in bad weather but lacking in summer use by quite a margin, to me they are more like a winter tire you can drive all year but give up quite a bit of performance.
2) Mich PS all seasons, absolute best 3 season tire I have ever used. I know they will be marginal in the snow but I have driven hundreds of thousands of winter weather miles and only had 2 sets of winter tires ever so I can get by with them though do not plan to drive the car in the snow, to many mods now so it is a three season car.
3) UHP summer tires, running the 225/45/15 BFG Rival S on 9" wide wheels(8" wide would be perfectly fine) they are light years better than the PS A/S3 in all performance areas with the probable exception of rain use, even quieter and ride better. I was not going to go that route, just use the PS for everything but the track but wanted to get a bit more grip with the power I have and found I love them so glad I tried them out
You have to use what you need, can afford and store so picking a compromise is often required, been there many times myself.
One thing that might help, the recommendation of a low cost set of winter wheels and tires can be stored in an apartment, just double bag them, stack and put a top and drape something over them so they become a table, etc, done that as well
